What We Are Doing

The Missouri Developmental Disabilities Council is required by federal law to develop a five-year plan to guide our efforts in planning, advocacy, and providing advice as to programs and services for persons with developmental disabilities that will increase their opportunities for self-determination, independence, productivity, and integration into communities.  This plan must address the Council's priorities in the federal areas of emphasis which include:  Employment, education, housing, transportation, health, childcare, quality assurance, formal and informal community supports and recreation.  Our planning was initiated with a comprehensive review and analysis of the unmet needs of individuals with developmental disabilities and their families by completing a statewide needs assessment.  During 2005 and 2006, 127 focus groups were held in 110 of Missouri's 114 counties.  The participants were selected to allow diversity in their geographic locations within the county, the type of disability that they or their family member experience, the age of the individual with a disability and whether or not the individual with a disability received services from the state service system.  Along with the needs assessment data, the Council tracked and considered input received from individuals and their families on our current plan and projects.  Council members prioritized the planning areas based on impact and feasibility during the next five years.  The final plan contains statewide goals that describe the areas the Council hopes to impact along with measurable objectives to be achieved. The Developmental Disabilities Assistance Bill of Rights Act provides specific areas of emphasis for developmental disabilities councils to consider. Due to the limitation of funds and staff, councils are encouraged to assess the needs of individuals with developmental disabilities and their families and focus their efforts on those areas of emphasis in which the needs are determined to be greatest and in which they can achieve the greatest impact to allow residents to live independent, productive and integrated lives in their communities.

The Missouri DD Council is required by the Developmental Disabilities Assistance and Bill of Rights Act to submit a formal Annual Program Performance Report to the Administration on Developmental Disabilities. A user-friendly version of this extensive document is prepared to share with Council members and the public.
