DD System Redesign/Family Voice

Across the country, developmental disability systems are changing. This is happening because there is the recognition that people with developmental disabilities have the right to live, work, love, worship and play in their communities like other citizens. This requires the system that funds, delivers and oversees the current services and supports to change to meet this need. At the same time, the demand for services is increasing and the amount of dollars to fund the services is decreasing. This means states must redesign their systems to meet these new pressures.

In Missouri, the Division of Developmental Disabilities and the local County boards are currently in the process of figuring out what this new redesigned administration system. Because families and individuals with I/DD are the most impacted by the service system, the Council sponsored listening sessions across the state as well as distributed a survey through a website (http://ourvoicemoredesign.com)  designed to find out their opinions about how things are going and ways that the system can be improved. The answers were compiled and shared with the leadership who is working on the Missouri DD System Redesign. 

 

The MODDC has written a letter to the Department of Mental Health (DMH) Director, Keith Schafer, outlining essential elements that must be included in any DD System redesign.  The DMH established a workgroup consisting of representatives from Missouri Association of County Developmental Disabilities Services (MACDDS), Missouri Association of Rehabilitation Facilities (MARF), the Department of Mental Health, self-advocates and in November, the Missouri Developmental Disabilities Council joined the workgroup.  This workgroup is meeting to explore the current Division of Developmental Disabilities Regional Office system to determine if some roles and responsibilities can be transitioned to local Senate Bill 40 Boards or other local entities which may include multi-county or regional entities.
