Welcome to the Missouri Developmental Disabilities Council

The Missouri Developmental Disabilities Council is a federally-funded, 25-member, consumer-driven council appointed by the Governor. Its mandate under P.L. 106-402, the Developmental Disabilities Assistance and Bill of Rights Act, is to assure that individuals with developmental disabilities and their families participate in the design of and have access to needed community services, individualized supports, and other forms of assistance that promote self-determination, independence, productivity, and integration in all aspects of community life.

5-Year State Plan Goals & Objectives

The Missouri Developmental Disabilities Council is required by federal law to develop a five-year plan to guide our efforts in planning, advocacy, and providing advice as to programs and services for persons with developmental disabilities that will increase their opportunities for self-determination, independence, productivity, and integration into communities.

Our planning was initiated with a comprehensive review and analysis of the unmet needs of individuals with developmental disabilities and their families by completing a statewide needs assessment. Council members prioritized the planning areas based on impact and feasibility during the five-year plan. The final plan contains statewide goals that describe the areas the Council hopes to impact, along with measurable objectives to be achieved.

Share Your Feedback on MODDC's 2027-2031 Five-Year State Plan

The Missouri Developmental Disabilities Council (MODDC) is required to create a Five-Year State Plan to address the needs of people with developmental disabilities and their families. This plan guides MODDC's daily work, sets priorities for the developmental disabilities community, and holds MODDC accountable to specific goals.

In 2025, MODDC partnered with the UMKC Institute for Human Development (UMKC-IHD) to conduct a Comprehensive Review and Analysis (CRA) to inform the next Five-Year Plan (2027-2031). Read the details about this review.

Funded through the Developmental Disabilities Act (DD Act), MODDC focuses on strategies that promote integration and inclusion in the community:

  • Advocacy: Supporting policies and practices that help people with disabilities live self-determined lives.
  • Capacity Building: Strengthening systems so people can make choices and feel included in all areas of life.
  • Systemic Change: Influencing how organizations and communities create policies and programs, ensuring people with disabilities and their families are part of the process.

For the next five years, MODDC has identified three priority areas:

  • Advocacy, Empowerment, and Policy Engagement
  • Dignified Community Access
  • Employment
