The Developmental Disabilities Assistance Bill of Rights Act provides specific areas of emphasis for developmental disabilities councils to consider. Due to the limitation of funds and staff, councils are encouraged to assess the needs of individuals with developmental disabilities and their families and focus their efforts on those areas of emphasis in which the needs are determined to be greatest and in which they can achieve the greatest impact to allow residents to live independent, productive and integrated lives in their communities.
