- At the conclusion of collecting and writing the stories, will website design and interaction be a part of this grant? Or will stories be handed over to MODDC?
- The stories will be published by the grantee on an interactive, accessible website in Spanish and English. Each story will be saved as an individual PDF file and be provided to MODDC.
- Do you feel the council would consider a full-length documentary style film, as a potential medium for this project? (It could be delivered as a full length “collective”, but then also divided up into individual stories as well).
- The NoFA was written to require written, 1000-word (min.) stories and a high-quality booklet. Each story is to be saved in an individual PDF format with 100 printed initially. However, the NoFA encourages the use of various mediums to tell the story. These can be done to supplement that written word, but not supplant.
- Does the council envision one person, organization, or company leading this project? For example, ORGANIZATION could consider submitting a proposal that would include hiring an employee that works alongside other staff to collect stories, guide families and people with disabilities to share their stories, and develops a campaign of digital content to draw attention from legislators and state leaders to improve our service system in areas that are impacting people the most?
- Yes, MODDC contracts allow for the hiring of sub-contractors within the grant project. This would just need to be included in the proposal budget.
- Are there certain qualifications that the organization selected for this grant must meet in terms of business standing as either a non-profit, independent or established business entity? Will the established organization be required to be authorized as an LLC or fictitious name within the state of Missouri?
- All grantees of MODDC must be registered in MOBuys in order to receive payment for submitted invoices. Organizations must be able to disburse funds and be legally able to receive grant funds.
- As the head of my media organization, I very frequently travel throughout the United States on various contracts. Am I required to be based in Missouri during the duration of the 18 month period?
- No, there is no required amount of time in the state of Missouri for this work. It is expected that there will be some travel to homes, work places and other locations to gather the most authentic representation of the storyteller.
- In addition to written stories and photography, will video elements be included within this project? If so, are there specifications on video length or topic, as long as it is directly related to the established mission statement?
- Written stories and photographs are required for each story. Other mediums of storytelling, including video, would supplement the written word. Since there are no specific video requirements, it would be the grantees discretion on length of video and other specifications. It is encouraged that grantees include any innovative or supplementary ideas in their NoFA Application.
- In the grant informational packet, it is stated that the stories will be published in both English and Spanish. Will the grantee be responsible for providing those translations?
- Yes, the grantee will provide the translations. Translation costs should be considered in the proposed budget. (pg. 10)
- In the grant application, do you have a preferred method for receiving past relevant works?
- It is preferred to receive the materials electronically, including scans or links to relevant works. Applicant materials and information are shared with Council members electronically.
- In establishing which counties are considered to be at poverty level, am I correct in understanding that the Match to Funding rate will be established as a whole for the entire state, rather than a 'by county' situation?
- The nature of this project requires that all 114 counties plus the city of St. Louis are served through this grant. This will automatically fall under the “mixed-rate” match.
- When meeting with potential advocates and capturing data for their stories, will part of the established budget be allowed to be used in monetary value gifts for the individuals, as a way to thank them for their time?
- Federal contracts to not allow for spending on gifts. The storytellers in this project are considered subject-matter experts in the field they are being interviewed about. Storytellers in this instance are sub-contractors in this contract. If this is how an organization would like to propose using the funds, this needs to be accounted for in the NoFA Application Budget.

Question on 8/28/24
- What is the Indirect Cost Rate?
- On page 6 and 7 of the NoFA document, there was contradicting information about the Indirect Cost Rate. The correct indirect cost rate is 11.5%. The NoFA has been updated to be consistent.
