The Missouri Developmental Disabilities Council invites you to learn more about the Olmstead Decision and Home and Community Based Services (HCBS).

MODDC recently received a training on Olmstead and Home and Community Based Services (HCBS). The training covered:

  • The Olmstead Decision
  • Home and Community Based Services (HCBS)
  • Ways to advocate about HCBS and Olmstead
This training, titled “Home and Community Based Services: Identifying Effective Advocacy” covers: The Olmstead Decision, Home and Community Based Services (HCBS), and Ways to advocate about HCBS and Olmstead.

Olmstead is about a decision the Supreme Court made. This is called the Olmstead Decision.

The Court decided that:

  • People with disabilities have a right to live in their community.
  • People with disabilities have a right to get services in their community.
  • People with disabilities have a right to live outside of institutions.
  • The Americans with Disabilities Act gives people with disabilities this right.

The Home and Community Based Services (HCBS) rule is a rule the government made.

The HCBS rule says:

  • People with disabilities have rights when they get disability services in their communities.
  • Tells providers what they have to do to respect the rights of people with disabilities.
This Easy Read video, created by the Autistic Self-Advocacy Network (ASAN), talks about the HCBS Settings Rule.
